Lead Agency

Moving on Mental Health

In the summer of 2014, the Ontario Government selected Lutherwood (now Starling Community Services) as the Lead Agency for child and youth mental health services for Waterloo Region. As lead agency, Starling Community Services is responsible for the planning of, access to, and quality of children’s mental health services across Waterloo Region.

To support this work, we formed the Lead Agency Advisory Council with decision-makers representing the other seven core service providers. The Council then works through Starling Community Services to make recommendations to the provincial government on funding allocations to maintain and develop the system.

The Council is composed of representatives from Camino, Cambridge Memorial Hospital, Family & Children’s Services of the Waterloo Region, Grand River Hospital, Langs, Wilmot Family Resource Centre, as well as the Ministry, the Local Health Integration Network (LHIN), Waterloo Region and Waterloo Catholic District School Boards, Waterloo Regional Police Service, and White Owl Native Ancestry Association.

Guiding Statements

To guide their work, the Lead Agency Advisory Council created a clear vision and set of values:
